There might be two questions here:
1)If I were .
"If I were" is correct when you are speaking about an unreal condition.Obviously,you are not this man,so it is appropriate to use the subjunctive form of the verb "be" here:"were."
Informally,"if I was" is sometimes heard here; to many,though,this does not seem correct.
2)"If I were he..."
The subject pronoun – "he" in this case – is correct."He" is used as a subject complement here,and the subject pronoun is correct.
With the subjunctive,the subject pronoun sounds good.
However,interestingly,in the sentence "It's me," you could also correctly use the subject pronoun,:"It is I." Yet,this particular sentence,while absolutely correct with the subject pronoun,sounds so unnatural that the speaker appears to be artificially academic when uttering it.
This is not the case with "If I were he..." "If I were he..." is correct and sounds correct,too.
